Built and expanded wastewater treatment facilities - F.Wayne Hill Reclamation Facility, Yellow River Treatment Facility, broadend capacity in Northern Gwinnett with increased pumping stations, initiated permitting for withdrawal of water from Lake Lanier

Education: in 1994 led efforts with Commissioner Tommie Hughes to acquire 400 acres of land for the future building of a college in Gwinnett County (Georgia Gwinnett University)

Social Services: started two non-profits to benefit Gwinnett residents - AID Gwinnett and Friends of Gwinnett County Senior Services; built Lillian Webb children's center - Lawrenceville; started Gwinnett Coalition for Human Services
